Mokhtar was born in the Iranian city of Shiraz. Following his architecture studies at Tehran University's Fine Art College, he moved to Europe. He wrote his architecture master's thesis, "Reconstruction Following Disasters", while at Oxford Polytechnic in England. He then studied graphic design and lithography at the College of Art and Craft in Oslo, Norway.
He now lives in the San Francisco Bay Area and works as a visual artist and teacher. His work has been exhibited in Iran, Norway and the United States. His latest bay area shows include the Intersection For The Arts in San Francisco, Oliver Gallery, the WRCR Gallery and the Pro Art Gallery in Oakland as well as the Persian Center in Berkeley. He holds regular shows at his studio in Berkeley as well.
Mokhtar is a writer. His novel "Shamayel-e-Mana" has been published in Sweden and Iran and several of his short stories and articles appear in Iranian anthologies. He is currently working on his second novel. He holds an MA degree in English Creative Writing.
