The Islamic Republic of Iran is signatory to the International Covenant on Civil and Political Rights (ICCPR) in which the death penalty is carefully formulated as an exception to the right to life.
Article 6 of the ICCPR addresses the right to life. Paragraph 2 introduces the formulation “most serious crimes”:
